Construction & Demolition Ordinance
We are very pleased that you have chosen to build in our City and appreciate the efforts you have taken to be good partners with the City of Hesperia. It is our goal to ease this transition for you and make sure that you clearly understand the very important permitting change that will affect us both beginning June 1, 2006.
The City of Hesperia’s annual diversion number (amount we recycle) has dropped over the years from 50% to 38% as home construction has increased. The City has worked to streamline all of our programs, such as green waste, electronic waste and paper recycling with some success. Now we must address construction and demolition waste, which makes up 21.6% of the City’s waste stream.
On September 6, 2005 the City of Hesperia was instructed by the California Integrated Waste Management Board
to implement an emergency Construction and Demolition (C&D) Ordinance which would require C&D debris generated within our City to be recycled. The fine that can be imposed on the City for non-compliance can run as high as $10,000 per day.
The City of Hesperia has a franchise with Advance Disposal
which designates them as the City’s exclusive waste hauler. Many of you are choosing to self-haul or use clean-up companies that self-haul directly to the County landfill. This is no longer an option. As of June 1, 2006, all debris is to be handled exclusively by Advance Disposal.
